Why We Built This Site
Missouri gives the public broad access to many government records through the Missouri Sunshine Law, including RSMo 610.011 and RSMo 610.023, while separate laws close juvenile, sealed, expunged, mental health, adoption, and some investigative records. The harder part for Howell County users is knowing which office owns the record. A public court case summary may be in Case.net, a certified court copy may require the Circuit Clerk, a marriage license may require the Recorder of Deeds, and an arrest or incident report may require the Sheriff's Office.
Howell County also has local venue details that matter. The Circuit Court is the county trial court, not a district court. Municipal divisions such as West Plains and Willow Springs can handle city traffic and ordinance cases. The Probate Division is part of the Circuit Court. Those distinctions shape where records are searched and where official copies come from.

Only the issuing court or government office can provide a certified copy with an official seal. A public docket printout is not the same thing as a certified court document.
